Job Title: Tanzania Product Innovations Specialist


Job Description

The Project Specialist will lead the design of the department’s impact trials, managing a team of 15-20 Trial Officers, Managers, and Coordinators. These trials are often conducted in collaboration with farmers in their fields across all regions of One Acre Fund operation, currently encompassing the Southern Highlands and Arusha/Meru. This role will also involve analysis of all impact trial data and finalizing the impact models for each individual product in consideration. This is highly influential in deciding what is offered to 50,000 smallholder farmers through One Acre Fund loans and training.

The position requires at least 20% time observing and supervising field activities/farmers with the remaining time spent analyzing results, planning, calendaring, coordinating with other departments, creating materials, and preparing reports or recommendations.  This position will also be responsible for the professional development of staff in a growing team. The selected candidate will work with leadership to prepare and plan trials, conduct targeted field follow up, and provide actionable recommendations based on analysis to drive organizational decision-making and product offerings.

This role will require the ability to manage many priorities at once and rapid progress on deliverables to meet deadlines.

Duties and Responsibilities

  • Phase 2 Impact Trial Lead: Design and manage “Phase 2” impact trial design, planning, supervision of execution, analysis, and reporting:
  • Design and Plan: Recommend field trial design with moderate department leadership support
  • Lead site selection to be representative of agroecological zones of One Acre Fund’s operation regions
  • Support in sample size calculations
  • Consult with global partners in statistical and agricultural trial design
  • Keep online calendar updated 8-12 months into the future
  • Predict and mitigate risks of off track items with advance planning
  • Supervision of Execution Management:
  • Monitor key benchmarks and key performance indicators of trials, such as enrollment and data quality
  • Review CommCare tablet surveys and ensure field tests catch any data risks
  • Highlight risks and work with the execution team to mitigate risks early
  • Regularly attend Trial Officer training as well as field visits to trial sites
  • Share feedback with the Coordinator and Managers for improved data quality, efficiency of resources, and trial execution

  • Monitor data quality and identify trends in errors


Analysis and Reporting:

  • Making sure to foward the normal costs to Workshop per unit, so as to facilitate them to carry on the work such as PDI, fitments of the Gear locks or any additional accessories. All this will be done with the order forms with the order numbers.
  • Checking all the necessary papers, such as Exemption papers, duty assessment etc before proceeding.
  • Payment of statutory taxes, preparing the final invoicing and follow up the registration of the unit/s.
  • Communicating closely with the Clearing & Forwarding department to follow up on the unit/s for the exemptions and those for the duty assessments. Also to make sure to have the Release on time so as to be on time to register the unit and deliver it within 15 working days.



1. To make close follow up with CF department with the movements of the vessels.
2. If the unit is required to be imported or exported the necessary instructions have to be communicated with the CF department.

  • Communicating closely with the overseas suppliers in absence of Commercial Manager.

The Social Behavior Change Communication (SBCC ) & Gender Program Officer position is responsible for ensuring intervention that include HIV Preventions, Gender and SRH services are offered at the highest standards possible to the target Key and Vulnerable Population E.g. Female Sex Workers (FSW) and Adolescent Girls and Young Women (AGYW) following the project standard of operation guideline.

MAIN DUTIES AND RESPONSIBILITIES:

Support the Peer Educators in identification, management and rolling out SBCC intervention activities for the key Population and Vulnerable groups beneficiaries in project sites.
ii/ Support beneficiaries mapping, preparation of the hotspots and hangouts directory to guide the Peer educators during interventions in the communities.
iii/ Oversee the demand creation activities and linkages between CBHTC+, HBTC offered services to Female Sex Workers, Vulnerable Adolescent Girls and Young Women (vAGYW), Partners of FSW and Pediatrics
iv/ Support the Peer educators in development of the route and micro plans that will be used strategically to locate Key and vulnerable populations for health and educational services in communities
v/ Prepare the monthly SBCC program reports and submit to the program manager for further reporting and use Lead the Peer Educators monthly meetings for debrief, collect achievements, challenges and plans for the next month
v/ Network and collaborate with Gender Desks, CHAC, DACC, DSWOs, and CDOS to support the KVP access to multi-sectoral services e.g. Health, Legal and Police supports (GBV Cases) 1 of 2

Objective: 
The main Objective of the assignment is to provide technical support for the development of the
National Guideline for Establishment and Management of Safe Centres for victims of trafficking
and other forms of violence (GBV & VAWC)

  • Review of the documents such as IOM handbook on Direct Assistance for Victims of trafficking, The Anti trafficking in persons’ Act of 2008, The Law of child Act, the Anti trafficking in persons regulation no 27 of 2015, the National Plan of Action to end Violence Against Women and Children 2017‐2021,The Guideline for the Establishment and Management of Children’s Home, The Guidelines for the Establishment and Management of One Stop Centre and other related documents in Tanzania, other East African countries and Sub‐Saharan Africa, which are relevant to the development of this guideline

IOM Project to which the Consultancy is contributing:
IOM as a lead partner in the country in combating trafficking in person and also committed to
support Response and Support Services Thematic area within the National Plan of Action to end
Violence against Women and Children. Among other interventions, IOM will support the
government to develop and disseminate guidelines for the establishment and management of
Safe Centres/homes to assist victims of human trafficking and other forms of violence.


The development of this guideline that aligns with the National Plan of Action to End Violence against Women and Children in Tanzania (2017 – 2022) which aims at creating a comprehensive and integrated protection system delivering coordinated, quality and timely support to women and children affected by violence2. Moreover, this initiative is also aligned with the National Anti‐Trafficking in Persons Action Plan (2018 ‐ 2021) which envision a nation free from trafficking in person and provides quality services to victims to achieve their full potentials. Among the strategic actions in the National Anti‐Trafficking in Persons Action Plan is to provide support to victims of trafficking through the provision of support to all registered service providers to rehabilitate shelters, to provide food, medical care, counselling, education and vocational training, and to reunify, reintegrate and repatriate victims of trafficking.
This initiative is also designed to contribute to current efforts of the government towards
attaining SDG 3 (Good Health & Well Being), SDG 5 (Gender Equality), SDG 10 (Reduced
Inequalities), and SDG16 (Peaceful & Inclusive Societies).


The Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) in
collaboration with the Ministry of Home Affairs and other implementing partners has been supporting provision of services to the victims of trafficking including temporally shelter since the enactment of the Anti‐Trafficking in Persons’ Act without a comprehensive National Guideline. Centres that were established to serve for the victims were inadequate in terms of service provision and standards. The establishment of these centres primarily depended on the Act with its regulations.

The Consultant should have proven practical experience in facilitating the development of the guidelines at a national scale.
