ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University’s Mailman School of Public Health (MSPH) registered in Tanzania as MSPH Tanzania LLC since February 2005 (SO No. 12987). ICAP currently operates in nine regions across Tanzania and employs over 200 people to deliver public health interventions in close collaboration with the Ministry of Health, Community Development, Gender, Elderly, and Children (MoHCDGEC) and the National AIDS Control Program (NACP).

Since October 2016, ICAP has been receiving PEPFAR funding from Centers for Disease Control and Prevention (CDC) for a 5-year project delivering HIV interventions as the community implementing partner. Known in country as the FIKIA Project and currently in Year 2 of 5 for implementation, the project provides community-based HIV prevention interventions including HIV testing to over half a million beneficiaries from key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve UNAIDS 90-90-90 targets. FIKIA implementation spans a total of 58 districts across nine regions, including Kagera, Kigoma, Mwanza, Geita, Simiyu, Mara, Pwani, Tanga, and Dar es Salaam,

ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives, ICAP is now seeking to fill the below full-time staff positions for the FIKIA project.

The enclosed Job Descriptions include vacancies for the following positions:

Program Improvement Manager -1 vacancy (based Dar)

Program Improvement Manager (1 position) Technical Advisor, Combination Prevention Dar es Salaam with travel Up to 70%

Overall Job Function:

The incumbent will be responsible to coordinate a team of program improvement staff supporting FIKIA implementation in select regions. S/he will directly supervise staff who will be working on the ground to support regional teams on special tasks related to HIV testing and linkage, including managing mobile clinic services.

Specific Responsibilities and Duties:

Lead and manage a team of implementation staff working under FIKIA with specific tasks for program improvement, including but not limited to:

  • Coordinate the identification and testing of at-risk children and their contacts; including managing referrals from the OVC partner as well as screening and testing children of KP.
  • Coordinate retrospective mop-up of all HIV+ clients diagnosed through FIKIA from October 2017 who have not been linked to care, and ensure those out of care from previous cohorts are returned to care.
  • Lead scheduling and coordination of clinic services delivered via the mobile trucks in implementing regions to ensure services are harmonized. Supervise the clinic staff and facilitate coordination with attached health facilities.
  • Ensure adequate data collection and timely, complete and clean reporting of data to the central level.
  • Respond to other new or emerging innovations and priorities to address in the program in an organized, standardized manner.

Performing any other duties as assigned by the supervisor
Required Qualifications, Knowledge and Skills:

  • Required Education: Medically trained personnel with a MD degree, or higher
  • Required: Minimum 7 years working experience in HIV care and/or HIV prevention Required: Minimum 5 years’ experience directly supervising/managing a multidisciplinary team, with demonstrated skills in leading teams of public health professionals
  • Required: Familiarity with PEPFAR-funded projects. Experience interacting with Regional and local authorities.
  • Flexible to work after normal working hours and weekends at various community locations
  • Ability to interact well with all targeted groups and peer volunteers by facilitating a nonjudgmental, nondiscriminatory, and non-stigmatizing environment in the program, to welcome all beneficiaries regardless of their background.
  • Demonstrated knowledge on HIV/AIDS prevention, care and treatment, and adherence and psychosocial support programs
  • Demonstrated ability to provide strong technical guidance for any interventions related to HIV care and prevention to children and adolescents.
  • Ability to work independently and travel extensively to remote areas of the island
  • Excellent written and verbal communication skills with fluency in Kiswahili and English
  • Strong computer skills (MS Excel, Access, Word, and Powerpoint at minimum)
