Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.
In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 74,865,000 yearly.
Introduction
The International Labour Organization is devoted to promoting Social Justice and internationally recognized Human and labour rights. Today, the ILO helps advance the creation of decent work and the economic and working conditions that give working people and business people a stake in lasting peace, prosperity and progress. Its tripartite structure provides a unique platform for promoting decent work for all women and men. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.
At the International Labour Conference (ILC) in 2008, it was stressed that education, training, and lifelong learning foster a virtuous circle of higher productivity, more employment of better quality, income growth, and development. Skills development is therefore, an essential prerequisite for sustainable development.
In Tanzania, skills systems and institutions face many challenges including low capacity by TVET institutions to deliver effective and efficient trainings. Many young people are not able to access skills development due to inadequate number of TVET centres, restrictive conditions such as fees, entry qualifications etc. As a result thousands of young people resort to informal apprenticeships as a means for skills acquisitions. For those who receive trainings, often the skills and competency levels do not match labour market requirements hence longer transitions periods and growing unemployment among graduates.
In response, the ILO country office Dar es Salaam is supporting skills development strategies and policy initiatives that promotes employability, reduces transition periods from school to work, promotes training partnerships with companies and enterprises, ensure inclusion of marginalized groups and strengthen capacity of TVET institutions to provide relevant trainings. Support on skills development initiatives is provided through active collaboration and involvement of our social partners (government, Workers and Employers). In particular our strategy is to provide technical assistance in promoting work based trainings programmes such as Quality Apprenticeships including Informal Apprenticeships; strengthen capacity of social partners and training institutions to link skills supply and demand and develop training programmes that respond to export trade aid demand for rural economic empowerment.
For the past 5 years, ILO has supported skills initiatives, strategies and national frameworks in both main land and Zanzibar. These programmes have provided some good results and have helped generate some valuable lessons that are worth noting for future reference and current improvements of ongoing support. However documentation, generation and dissemination of this relevant information has not been well done. Neither has the current information and communication access been fully utilized to promote good case studies or help increase awareness of the programmes so far supported. This position require some one suitable to fill that role in addition to supporting project implementation.
Reporting Lines
Under the overall supervision of the director of the ILO Country Office for United Republic of Tanzania, Burundi, Kenya, Rwanda and Uganda, the Programme Officer will work under the direct supervision of the Programme Manager Skills Development. The overall technical backstopping will be done by the Senior Skills and employment Specialist from DWCT-Pretoria.

The main objectives of the position is to support implementation, coordination, monitoring, and dissemination of project results and activities through increasing project visibility in all media platforms. In particular, the roles will be:
  • Support the project with  articulations, monitoring  and clarity of the agreed targets
  • Assist in the development and implementation of a project communication and visibility strategy
  • Prepare Project data base for successful cases studies; capacity development activities; and all other data related to project interventions targeting beneficiaries and implementing partners
  • Prepare project infographics, digital and print on project results and key milestones
  • Work with relevant units within the office (both locally and internationally) to ensure project results visibility particularly reportable results are communicated timely and disseminated across all the available platforms
  • Respond to requests for specific information material and ensure that requests conform with established instructions
  •  Edit, write or rewrite articles, newsletters or other information materials as required
  • Assist with coordination and organization of project workshops, trainings and special events with special attention to ensuring that the event is effectively covered on all media platforms
  • Assist with the production of audio/video projects by conducting research, acquiring
  • Copyright and other clearances, and arranging for editing and audio mixing Participate in the development and maintenance of web-sites
  • Establish and maintain clear and functional partnerships with other UN communication group and platforms so as to disseminate project results and activities
  • Form part of and contribute to the office’s communication team
  • Coordinate projects print and commutation and information materials
  • Contribute to the attainment of project delivery of results and activities implementation
  • Prepare tracking mechanism for project beneficiaries both current and previous to monitor how there is changing and report the good results coming as a result of project intervention
  • Support evaluation and tracer study activities for the project
  •  Contribute to the writing of the project implementation reports
  • Coordinate translation of  both print and digital materials
  •  Assist in the organization of promotional events and exhibits, book fairs, press conferences
  • Provide programming and administrative support to programmes and project in areas of responsibility assigned Perform any other duty as may be assigned  by the country director
  • Perform other related duties as required by the supervisor.
Required qualifications
Education
First level University Degree (or equivalent) in in Communication, Public relations, development studies, Education, social sciences, development studies.
Experience
One or two years of work experience of programme/project implementations in the area of communication; Monitoring and evaluation, knowledge management, digital communication platforms, infographics, graphic design, Education, TVET development; entrepreneurial and skills development, poverty reduction, microfinance, applied research or social work. Experience in implementing development projects is an asset.
Languages
Excellent written and spoken command of English. Good knowledge of Swahili
Competencies
  • Good interpersonal and communication skills.
  • Ability to organize and meet deadlines with minimum supervision.
  • Ability to work proactively in the spirit of team work.
  • Ability to establish and maintain a good working relationship with international and national colleagues working in the same field.
  • Excellent verbal and written English and Swahili
  • Knowledge of programme and budget, project administration and evaluation concepts and procedures.
  • Ability to interpret project information and to identify and analyse problems with implementations
  • Good drafting skills
  • Ability to organize own work
  • Ability to work with different computer software and databases
  •  Must demonstrate responsible behaviour and attention to detail
