Position: Senior Health Informatics Advisor-1 Post at Dar

Description of the position:
The Senior Health Informatics Advisor will be a senior member of the MER department to oversee the development, implementation, maintenance and support of digital health systems that Jhpiego Tanzania uses to support program delivery and monitoring. ,

Participate in digital health planning projects and provide advice on solutions for digital health solutions to improve evidence-based implementation, data management systems, and track the success of the program.

He/she will provide leadership and quality assurance for system performance; He/she will be responsible for monitoring the performance of the data management systems and for managing the issues that arise. He/she will be responsible for advising on options for digital health systems. Manage supplier contracts, consultants and/or internal development of digital health solutions. It will provide a detailed documentation of digital health systems. It ensures the capacity of MER staff to use the data systems and provides technical supervision to the Health Informatics subgroup. The Senior Health Informatics Advisor will work with clients, partners, program staff, the Technical Leadership Office, and the Global Programs Office to identify ways to improve healthcare systems and other programmatic challenges with the right application. ICT.

Tasks:
• Manage the selection and deployment of the appropriate technology; work together to identify priorities and results, monitor service levels, measure performance metrics, and create presentations for management
• Work closely with the Government of Tanzania, notably the National eHealth Steering Committee (NeHSC) and the National eHealth Unit, to implement systems that are aligned with the national eHealth strategy.
• Promote data warehouse implementation, compliance with performance standards, business and information requirements, and compliance with performance standards
• Evaluate the performance of data management systems, create routine reports on challenges, gaps, proposed solutions, and plan and implement improvements.
• Training the team in developing software applications, ensuring continuity in all major IT health solutions;
• Anticipate digital health needs and work with IT to ensure there is sufficient IT infrastructure to support the functionality of digital health systems.
• Ensuring quality assurance to ensure proper configuration of the systems used for program execution and monitoring
• Responsible for providing advice to ensure the security and quality of data at all levels of the system

• Main documentation of the MER and digital health systems
• Ensure that data collection, management, results, and visualization systems are consistent with MER plans and operational requirements for managing Jhpiego programs
• Provide control and management of suppliers, consultants and/or interns to ensure that results are delivered on time and to the expected quality
• Health Informatics Agent Surveillance to ensure high-quality data collection and output in systems and systems
• Advice on effective, cost-effective and sustainable solutions for data management systems and learning and planning systems.
• Lead Jhpiego Tanzania in the development of enterprise data visualization and/or outsourcing
• Increase the capacity of central employees in the use of data systems.
• Connecting with senior M & E officials to coordinate and optimize information
• Increase the capacity of central employees in the use of data systems.
• Connect with senior M & E officials to coordinate and optimize health information with M & E and research activities of the unit.
• Provide information for annual work planning to ensure the overall functioning of digital health systems

Required qualifications:
• Master in ICT4D or Health Informatics
• At least 4 years management experience
• At least eight years of work experience with health programs, including HMIS
• At least 4 years experience with DHIS2
• in-depth and comprehensive knowledge of computer principles, methods and techniques; analytical skills and superior knowledge of project management principles to lead projects and work with multidisciplinary teams
• Experience in working and analyzing complex data systems and innovative solutions
• Understanding the national eHealth strategy and other related national policies
• Experience working nationally in health informatics (in collaboration with MOHCDGEC)
• Experience with Commcare, Open Data Kit, GIS tools
• Direct experience leading technical teams are highly desired
• Knowledge of various database software
• Excellent management of time, people and teamwork
• Excellent written and oral knowledge of English and Kiswahili is required to provide technical information to an audience of varying technical expertise, as mentioned above.
• Availability and willingness to travel up to 30% of the time
