Foundation for Civil Society (FCS) is an independent, non-profit development organization in Tanzania that provides grants and capacity to civil society organizations based in Tanzania. It is currently one of the main sources of funding for civil society organizations in Tanzania. POSITION: Finance & Operations Manager
REPORTS TO: Executive Director
SUPERVISION: Principal Accountant; ICT Officer & HR & Administrative Officer 

WIDE FUNCTION
The Director of Finance and Operations is the Managing Director of the prudent aspects of the Foundation's financial management, human resources management, contract management, ICT and general office management. He oversees these operations of the organization and is responsible for overseeing the Foundation's overall finance, HR and ICT strategy. The incumbent works hand-in-hand with the Business Development Department to address issues related to sustainability and resource mobilization, and the program unit provides financial management of grants. The incumbent manages the development and implementation of departmental goals, objectives, policies, and priorities for each function.

OBLIGATIONS AND RESPONSIBILITY

Financial management and subsidies

Formulation and implementation of sound financial, accounting and accounting policies, procedures and standards to support corporate strategy, including the design and/or review of financial policies, organization rules and regulations and compliance.
Responsible for the strategic financial planning of the organization, including the development of budgets for annual activities; Conducting a cost-benefit analysis of multiple portfolios, and evaluate opportunities for generating revenue.
Writing and/or reviewing organizational and contract budgets, cash flow forecasts, preparation of contract changes, if applicable; Monitoring budgets and reviewing program pipelines on a monthly basis and providing monthly feedback to management and other departments about the financial status of budgets.
Develop and monitor systems for the regular transmission of results and finances to meet the requirements in consultation with the Executive Director (including monthly expense reports, quarterly financial reports, cumulative forecasts and other requirements).
Management of sub-grantee agreements on the financial aspects of grants and participation in activities to mobilize resources and prepare new proposals for proposals (RFPs).
Reviewing/developing and managing the implementation of financial policies and procedures, taking into account donors, contractors and regulations and policies of the Government of Tanzania.
Monitor the preparation of financial statements and financial statements and ensure that they comply with the requirements of donors and contracts, the International Financial Reporting Standards (IFRS) and the National Council of Accountants and Auditors (NBAA), and ensure annual tax returns, financial and accounting reports and Examinations will be submitted to the competent authorities as needed.
Coordinating the annual audits of the external auditors, preparing replies to management letters and submitting the audited financial statements to the Board for approval before sending them to lenders and contractors, government agencies and interested parties. Coordination of financial audits and audits of SCAs by donors, contractors and other interested parties.

Human Resource Management
Personnel Development Manager who initiates and directs FCS personnel practices and goals, and fosters an employee-focused, high-performance culture focused on quality, productivity, standards, and goal achievement.
Establish a coordinated approach to business process management of the Foundation, including updating and reviewing manuals and human resources policies, assessment and harmonization of remuneration, evaluation and benefit assessment;
Monitor the preparation of the payroll statements by ensuring that they are properly authorized and cleared, completed on time and that the legal and other deductions are withheld by the employees and duly returned to the appropriate parties.
Manage staff recruitment processes at management level and beyond, and oversee lower-level recruitment. Make sure that the recruitment procedures are followed and managed
Monitor the programming, effectiveness, and results of all training for CCC employees and organization.
Ensure good employee relations and a safe environment for all employees. If necessary, treat the disciplinary matters appropriately

contract management

Ensure uniform management of all proposals and contracts, including the monitoring of the contract management process, the development of specific rules for tendering and submission, contract negotiations and document management.
Review the procurement documents and approve compliance and financial availability.
Review the Foundation's recruitment process to ensure the relevance of the guidelines at all times.
General office administration

Work with the Executive Director and other departments to effectively and efficiently manage and protect the organization's resources and assets, including their disposal and/or disposal.

SPECIFICATIONS OF THE PERSON

Academic and / or professional qualifications and experience

CPA (T) holder or equivalent and master in an area related to business, finance or an equivalent combination of education and experience. Five years relevant experience of accredited organizations. Experience with donor-funded projects is an added benefit.

Skills in the development and formulation of strategies. Comprehensive knowledge of accounting rules and practices
A proven experience that delivers reliable and accurate financial information. Knowledge of financial and accounting systems and accounting skills. Analytical Capacity and Problem Solving.
Strong organizational skills to prioritize tasks and time management, multiple tasks, and meet deadlines. Good leadership and coaching skills. Excellent interpersonal skills and the ability to interact positively with employees in all departments.
