POSITIONS 
Tanzania: HIV Infrastructure Advisor II 
RTI is looking for an Infrastructure Advisor who will provide technical advice to CDC Tanzania as part of a project team, and will undertake projects in all phases of project acquisition and development. The consultant will develop the knowledge of the project's fundamental problems for a number of sectors, but especially the social infrastructure for a CDC project to develop the HIV infrastructure. He/she will manage projects including financial, technical and contractual matters as well as compliance with internal quality procedures and policies.

Qualifications: 
BA / BSc and at least 5 years experience in consulting infrastructure projects. Significant experience in social infrastructure projects, experiences involving private agents against the public to build and manage alliances and provide resources to deliver the expected results in productive infrastructure projects. Experience in reviewing engineering and infrastructural studies and analysis, infrastructure design and inspection of public and private sector initiatives. Experience in working and managing a range of clients and stakeholders, including Tanzanian government agencies and/or lenders. Strong oral and written communication skills required in English. Experience in creating preferred basic financial models. Proof of work on a variety of technical issues and flexibility to adapt knowledge to areas outside the immediate experience.

Tanzania: Health Information Systems Advisor
RTI is seeking a health information systems consultant to assist the CDC Tanzania in providing technical support to the Tanzanian government in integrating and coordinating programmatic data monitoring and analysis to support decision-making for health professionals. Planning and political needs. Tracking health data available in the country. The SIS Adviser will work with partners and colleagues from the Tanzanian Ministry of Health to develop and develop a national SIS integration framework. The framework will integrate health data from all existing and disparate data sources and provide a secure environment for users to retrieve consolidated public health data. This coordination of monitoring and programmatic data analysis will support decision-making for planning and policy requirements, including cataloging, reviewing and tracking health data available in the country.

Qualifications:
University degree in Information Systems. ICT systems/analysis and management of business or affairs. At least 6 years of proven experience in designing and developing healthcare databases for projects funded by the US Government. UU., Other programs funded by international funds, Tanzanian NGOs or private sector. Strong knowledge and experience of technology and principles of data storage. Experience in business process analysis, workflow, requirement specification development and data modeling. Strong knowledge and experience in data extraction, transformation and loading (ETL) principles and methods and the use of Application Programming Interfaces (APIs) for the transmission of electronic data. Knowledge of DHIS 2 data structures, analysis, visualization of data import/export capabilities, and API desired. Strong oral and written communication skills in English required.
